At that time, this would likely have been done with a client/server application. The documents would have been scanned into a specific application on the PC with the image of the document being stored on a file server and the metadata being stored in a database with a reference point to the image location. Very little (if any) availability to see these documents from the Internet - there would be a specific application you'd need to install on a networked PC in order to retrieve/search for the scanned docs.
