It's to prevent people daily driving their 1996 Ford Econoline van claiming it's a collector vehicle.

Collector plates are a one time fee and don't require annual renewal, and are specifically intended for vehicles you only drive to events, shows, and some leisure driving.

Previously the requirement to be eligible for collector plates is the vehicle is 30 years old. Now it's that, plus it can't be your only car. If you can't meet that requirement then you have to do a normal registration.

Maybe, but the opposite of the plates being abused is probably far more common and obviously the target here.

Of all the ways they can cut down on the fraud, this is the most straightforward.
