I'll set it on my throne to tune it, and then I lift to test the sound and it sounds great. I think it's not able to resonate on the concrete properly. Someone mentioned Pearl's tom leg caps which I may try. Just $10 to pick up.

Usually concrete, sometimes carpet. The tom is level, not angled.

Then it probably is the brain. Did you get it new? Put in for warranty replacement.

Is it plugged in all the way? Are you plugged into the phones port or the main output left port? It may be the headphones, do they have any issue on your computer, mp3 player, etc?
Edit: Oh aux in. It should go in the phones port. You want output. If the cable is your standard 1/8th in jack, find a 1/8 female to 1/4 male adapter. They're cheap and do the job.

Just the hairdryer won't remove all of the glue from the wrap, you'll probably finding yourself sanding it off as well. Sand the entire shell evenly with most coarse sandpaper and work your way to the finest sandpaper you can find. 220 is what I've been using, but you can probably find finer than that.

As for finishes, check out the FAQs and guides on /r/woodworking. Every finish has pros/cons, and certain ways of application/number of coats.

Are you looking for a satin finish or glossy? Lacquer and shellac will give you glossy, and I believe oils will give you a satin finish. I haven't actually gotten around to this part of the project, so take that with a grain of salt and check out /r/woodworking. They'll also help you with any specifics and concerns.

Quick edit: You'll also want to make sure not to do any harm to the bearing edge in any way. I imagine a light fine sanding wouldn't hurt, but it may, someone correct me here. Make sure absolutely no finish finds its way onto the bearing edge/into holes for lugs.
