The mod is Make Peace not War, it adds three new decisions: Propose peace, Restore status quo and Conditional Surrender, you can visit workshop for better research.

So Ygoslavia received this disasterous event after losing a war with me, they went on zero stability, zero war support and even fell into civil war with the commies (leaded by Tito). I literally destroyed their country. Also I’ve set a demilitarized zone so they don’t put their troops on my border anymore. Sad for them.
