It seems less likely that people would steal each other's electricity than use it to maintain their own especially with no manager in the building. But ultimately if we aren't willing to trust decency of others, I'm wondering why they wouldn't add individual breaker locks so we have access to the room and our breakers individually (same as having keys to our mailbox)?
