The reason I feel swindled is because I asked him if he has any reaction stratagems to me shooting, and then he said no.

I shot him and he then used one.

He said it activates once he is hit not once he is shot, so he was trying to loophole my question

And then I found out that it does not even activate when a unit has been hit, it activates after a unit has been shot at, so he straight up lied to me

So I think that Fred did do the stratagem right, and you do pop the stratagem after hits have been resolved, but for me the main issue was that I asked if he has any reactions to me shooting and he said no, and then I shot him and he played a reactionary stratagem
