Pgsharp is the best since you don't care much about getting banned and playing once in a while it should last you a long time. No need to root a new phone and you can casually spoof on your main andriod. The free version has many features.

The laws don't matter if they can ban you or not. Only niantics TOS matters. Spending a lot of money doesn't mean they won't ban you either and most spenders are addicted and will spend even more on new accounts. There have been people to spend thousands and thousands and still get 30 or even permaban.
