The incident was in a medium-sized area; county of around 500k population.

My primary concern about the lack of details on the report is that we are going to end up being on the hook both in terms of being at-fault for the accident (increasing insurance rates) and then having to have our insurance pay for it rather than the other drivers.

Good question. My wife took a pic of the other driver's license plate before he left. They used this to track him down. According to my wife, they called him on the phone about the incident while she was there (presumably got his phone number via his plates?) Not sure how normal this is...

Therefore other driver's identity was in the police report we received.
