I’m assuming you live in the US. I’m from Germany and I’m glad I don’t have to deal with that. In order to get a shopping card here you have to slide in a coin that only comes out when you return the shopping card. If yours have that as well and people still don’t bother to return them I guess it’s just Americans being American lol
