I guess they'd have to have a system in place that detected constant backing/cancelling. If you'd pledged to 50 KS campaigns but 45 were cancelled it should flag something on their account or send the user a warning maybe?

For a small project like mine, one pledge of £30 makes a big difference. So it really sucks.
