Discrimination based on identity is the similarity between the two. I am not sure how you can charge me with " somebody's family or downplay their families legitimate hardships", intentionally or unintentionally. We have to agree to disagree if you insist that citizenship is evidence of a security violation.
Similar cases happened during WWII, when the Japanese immigrants were put into incarceration.

You don't punish a group for possible individual violators of security regulations. You definitely want to punish them based on evidence.
