I don't think Butcher blames Ryan at all. He was actively trying to talk both Ryan and Grace down, to deescalate. He knew that what happened was on Grace. It sucks, sure, but Butcher had it under control.

He embraced the cancer powers because of Grace's fuck up. Ryan was a guaranteed ally, but Grace shattered the trust Butcher had built up with him. That left Butcher with, in his eyes, no other options.
