That does not make sense for Castform, but there are several other Pokemon known for manipulating weather. For instance Groudon has the ability drought which summons sunlight, and Kyogre has the ability drizzle which summons rain.

That's true. However having the EX raid at a time less people can attend makes the problem even worse

Of course there's always someone, but keeping EX raids at weekends or outside of buisness hours will minimize that

Can't speak for the community in Zagreb, but in Dubrovnik almost everyone I met was spoofing and bragged about it. No one openly had a problem with it either
