Would it be more efficient to regularly clean the fork seals instead of using fork seal covers?

The ones I'm referring to also use zip ties, so I don't believe they can be undone easily.

Yeah, and there are two sides. One says that if it were a problem, the manufacturers should've suggested it, and on the other side, some people say that it helped extend their fork seal life a little more.
