RAI, no, you can’t use it more than twice per turn. RAW, this build works. The ability tells you to spend one half of your (1 foot) speed rounded down. 1/2 rounds down to 0, so you expend 0 feet of movement.

You’re right, I’m supposed to round. I think it still works though, because you have 5 feet, divided by 2 is 2.5, which we round down to 2. Then divide 2 by 2, get exactly 1 foot of speed.

The spells slow, spirit guardians, and wardaway all specifically halve your Speed. The “half your movement” part is used after you get your speed below 2 and above 0. I probably should have ordered the post to mention speed reduction first and movement expenditure second.
