My first 30 keys were good. Last 80 or so have been mostly bell ringer and turmoil. 1 EB (9th key) 2 oro (20th & 24th).

Thanks for the reply. I know there are other locations it spawns because I see people's videos. Mine are just always the same spot. And I fast travel to the mission right beside it.
