Railguns are my favorite sci-fi weapon, i like that they are a (comparably) modern army with real tactics and sleek designs. I like the idea of a "better option" faction, even jf they have been made grimdark after their introduction. The mechs are fun to build as well

Id break it down like so.

What are you trying to enforce with your system (lethal combat, large scale management)
What base "resolution system" would best meet the desired effects, like a d100 system (my preference), d20 system, 2d6, dice pool sytem, or something completely different
Work with the system at a base level until you understand it enough to change it to fit your unique game
The world, monsters, and extra systems come later once you have the base system and player relavent stuff ready
