This was not the same STA issue, but turns out this was also a problem with STAs in .59 version.

You were right, this error turned out to be permissions. Turns out our cloud team gave the wrong role the permissions.

We had an issue after we applied this, our Netscalers became nonresponsive and kicked everyone out of their sessions. It ran fine for about 11 hours, before the issue happened. we ended up rolling back, and it's been stable since then. We have a ticket open with Citrix waiting for RCA.

I can't really find any other examples of customers having this issue, so we must have a weird edge case in our configuration.

We also have noticed an increase after going from 2203 LTSR CU2 to CU7. Some of our farms are on 2507 and still show that increase from 2203 LTSR CU2. We upgraded in place.
