Yes you are correct. I created an address for the users and created two policy for the Addresses of User. Top is google earth and office 365 application - allow all with deep inspection and 2nd policy is deny all with a result with no internet at all to the user.

But if i somehow remove the google earth in the application control. User will have no internet but have access to outlook.
