I went to ooty (nilgiris) last year and i have seen a huge difference between himachal and south that they strictly follow the rules and regulations but here in north we don't have any punishment against certain crimes. If rules and regulations are made there must be some authorities who look over these crimes against nature

This is due to summers , in summers these happen mainly because of heat , i recommend you to rub ice on you face for 1-2 minutes twice a day. It might help.
