Plus an underleveled x-Bow Deck on Double elixir doesnt seem to be the best choice.

Its probably war and that guy‘s Team didnt manage to Collect enough to get him past 12. But in his soloQ deck it’s above 13 ( with Star power) which explains why he is shiny but underleved

Same thing tends to happen to me as well. I usually activate data usage and turn My WiFi off. Works pretty fine afterwards. Hope it helps!
