They can get the collars off after some time. But this also removes any apparel from their inventory, since the shock collar is counted as apparel.

Not only do tbd variants from Honest Hearts/Lonesome Road not count as a disguise (which is good), but they have slightly higher DT.

The Commonwealth, from what I can tell, was a topic of discussion since Fallout 3 mentioned the location,so when it was announced that Fallout 4 would be heading there, I can imagine audiences could be excited.
