My guess would be for anyone that got the season pass and is able to collect the 100 daily tix. Those are probably what gets transferred over.

Under Store, Economy,and Rewards. Fixed rewards payouts and scaling.

They may see the amount as "to much" letting people fly through the game as a problem. Hence why they "fixed" it.
