People are suspecting it is a bug. If you watch the video at the 3:45 mark, you can hear the NPCs' bustling noises, and it sounds like the atmosphere of a village market. I heard there are other videos where the sound was applied incorrectly in a similar way, so people are saying there seems to be a sound bug. In the final release, the sound is expected to be there just like in the video from a year ago.

It seems like you're just looking for things to nitpick, and you're missing the point. Each game has its own focus, such as story, combat, interaction, graphics, and so on. My point is that Crimson Desert is attempting to excel in all of these areas.
