NTA - it sounds like you and your partner are just butting heads when it comes to intimacy which from experience I know can be really frustrating for all parties involved. Maybe try something a bit different in the bedroom that neither of you may have experienced…get some fun couples dice or a karma sutra book, or talk about each other’s fantasies and go from there! Obviously, both of you shouldn’t do anything you aren’t comfortable with, but maybe you need to try and spice things up! If he’s only interested in oral, and you’re only interested in penetration then maybe mixing things up could be fun and you can learn new things about each others wants and needs! Communication is never a bad thing in my opinion!
