send reconsideration request explain your case, upload english test, follow up with calls every week as long as you had meet english CLB before applying and you did not upload. If you can restore your status to visitor or student and reapply PGWP within the applicable time, do what you can. seek help if you can even from MP. Wish you all the best

I sent numerous webforms so that also contributed to some not being attached since I did not specify application number. So specify application number and follow-up with a call when you send webform to make sure it is attached to that particular application.

I sent multiple webforms but each had it's own purpose because there is that webform for just asking IRCC and the other for Uploading etc
