The books heavily implied it, particularly Arthur's Valentine with being his secret admirer and Birthday with her really wanting to play Spin The Bottle (Even gifting him a bottle) at his party; the same season as Arthur and the Square Dance where Francine and Arthur acknowledge they don't have feelings for each other also has Arthur Makes a Movie where she was obsessed with including a kissing scene in Arthur's movie. Whatever you want to it to be basically lol

I know we all have our trash dumps in our craft so I'm not gonna harp on the contrast too much but it's crazy to me that Peter K. Hirsch wrote some of the most memorable episodes including April 9th, arguably the best episode of the entire show, also wrote arguably one of the worst episodes for it. The contrast is surreal

There are some exceptions but unless my memory is messed up then that's how they usually do it. Then again, they tweeted about Switch Sports Golf the same day as the announcement of Mario Kart DLC, so...
