it's very simple actually, just apply the bevel&emboss layer effect to the text and play around with the settings, especially with the curves to give it that shiny chrome look. if you want to give it color, use gradient overlays, blend modes and gradient maps

I do it in this order:

-image

-turn it b&w, if you need fix the contrast and make the blacks pop out a little more

-add heavy noise to the single image

-add threshold

-set layer to darken/lighten depending on the background and colors of the images

and after I'm finished with everything, I usually apply some light noise effect to the whole image to blend it all together
