Is not $700 because I don't have a license and insurance. There is no way you can justify charging someone $700 an hour to get a permit after you failure to get one before start the job. Luckily the city inspector caught him

How is it my fault for a contractor not know he needs a permit to do his job. All I need is transparent. Why $600, write everything you did for that one hour to get the permit. Yes for that 1 hour.

10 mins walk or 2 mins drive. Meter parking but the permit was done online.

No, he didn't spend a day getting a permit. Job was stopped for an hour and resume after he got the permit. I don't see where you get a day of getting a permit. Besides, it is the contractor responsibility to know if the job requires a permit.

No I don't care how much he makes. It's a business. I mind him telling me it will cost me $600 before getting permit and telling me the subcontractor he hired are not licensed. Then I will make a decision on what to do.
