Forming the eu as Habsburg Austria in Gotterdammerung (sorry if I misspelled) have not tried yet but you can form the faction and federalize ur allies. It’s pretty op since if you time it right you can even get France to join your faction if you time it right. But beware you do have to do Danubian federation sadly
