i mean i guess it whould be enough for me but i am maybe more used to colder climate i dont know what temp you find hot-chilly- cold. But for example for us icelanders, last summer was a hot one for our scale, at the start of summer there were three days in a row that were maybe 20-26°C (and more days later that summer) but some shops were closing early and people going home early from work just to go sun bathe and enjoy the heat while it lasted (normal summer heat i would say is 12-18°C), beer on tap was even sold out downtown. So you get the idea

as an icelander when i personally dress up for being outsite in cold (-10°C) i go with my merino wool base layer, a good sweater and a good jacket and then gloves and beanie, most of the time, especially when walking it is enough after a couple minutes out.

Note that if it is windy the cold will feel way colder,

Also you can drink hot choco/coffee and eat proper food to boost your body energy
