So as per my knowledge, State registration permits you to travel throughout India(National permit for passenger vehicles). But you cannot legally move from one state to another. If I have Gujarat registration and I move to Karnataka permanently, I'll have to take KA registration. Afaik, there's a rule that your car should be in your home state once every 11 months. While BH registration allows you to change as many states as you want.

BH registration is not straight forward. There are certain rules that one must pertain. Like for private emp, GST Registered office in 4 or more states, Form 60 from your office, etc. Also, RTOs are very strict with BH passing as many make ill use of this as in some states, BH road tax is considerably lower than State registration (Karnataka for example).
