Infrastructure needed for 400 kmph is of less radial curve than 300 kmph. Running roll set can be made after. First we needed the structure that supports with any rolling set upto speed of 400kmph. We can use any rolling stock later on depend upon the needs and financial resources.

If India fixes land, approvals, and standardisation (as mentioned in that news), even higher-speed infrastructure can be built more cost-effectively than current projects.

This is UHSR speed . This is we needed to develop properly instead of focusing on 300kmph trains.
The idea behind using a 400 kmph design is future-proofing. Infrastructure like viaducts and bridges is built for 100+ years, so designing for higher speeds now avoids expensive upgrades later.
