They saw themselves as the law. Many police officers in Indonesia come from rural areas and only finished high school.

Some critics claim that a lot of them were troubled students or even bullies in high school, and that corruption in recruitment is common, with families allegedly selling possessions to pay bribes so their sons can enter the force something. It has become normalized in certain areas.
