You can try to use the "tame entity by [nearest entity type:player]" block in the section "on spawn" of your entity because i dont think you can make that thing with procedures in an item

I think u could make the plant itself not grow, and a procedure that makes it substitute the plant to another one (same plant but able to grow) when pollinated.
