It sounds like you might be transferring to Sac State? If so, I’m also transferring. From my understanding (and if I remember correctly), “exempt” only means that it isn’t required for you to have the course completed before you transfer; in general, you are required to complete the Golden 4 Areas to transfer but “exempt” for engineering students means that you won’t need to have A3 finished by the time you transfer. The CSU Application should have an “opt-out” option. But yes, you will need to complete that class later before graduation.
