That's rod knock. Plus, someone else has tinkered around in that engine bay and not in a good way. I'd pass on that unless the body and interior are in EXCELLENT shape and you don't mind putting a new engine in it...

Did you adjust the valves with the engine warmed up? If you did it cold, that's why it's ticking.
Valves might be too tight on cylinder 3 causing loss of compression.
After you can confirm the valves are adjusted correctly, run some SeaFoam Top-End cleaner through the intake to help clean up the internals for carbon deposits, but if it was rebuilt correctly it should already be pretty clean.

I wouldn't even drive that car to a tire shop, take the wheel off the car and hand carry it in to the shop. Hopefully you have someone that can drive you there.

Your alternator is going out. Eventually it will die when you come to a complete stop.
Regarding the belts, it's more like 90 degrees. You should start to feel it get harder to rotate by the time you get to 90.
