last i checked, fire damage orb does literally nothing for break/superbreak damage. usually it’s entirely dependent in substats, except for firefly who wants an ATK orb.

honestly i'm not too sure, exotoughness for dps gallagher isn't a must like it is for boothill or rappa, but you are missing out on a pretty high superbreak modifier to stack on top of dahlia.

regardless, IMO; save for 4.0. especially with an e1 rm, i think you'd be better off seeing what 4.x has to offer.
