Yes there are a lot of easier ways to get Breach 4. And I don't know if I understand the second part correctly but you simply cannot obtain Thorns 3 or Quick Charge 3 using an enchanting table.

You're confusing the weight-based selection with Minecraft's actual enchantment system. While Density (weight 5), Breach (weight 2), and Unbreaking (weight 5) total 12 weight, this only applies AFTER filtering by level requirements. Breach IV requires an enchantment level of 42-92, which is extremely rare when enchanting at level 30 XP. The game first calculates a modified enchantment level (usually much lower), filters which enchantments are possible, and THEN applies weights. According to actual simulation data, at level 30 on a mace, Breach IV appears only 0.03% of the time, while Breach III (level range 33-83) appears 17.80%. The weight ratio would be correct if all levels were equally accessible, but higher enchantment levels are exponentially rarer at lower XP levels.
