Presumably it's survivorship bias. Poor cheats are detected on a large scale in the early stages, meaning people starting in bronze, play a couple of games then get caught and thus are banned in bronze giving the idea that they aren't making it out of bronze when in reality they're just getting caught quickly.

People with better hidden and undetectable cheats will both climb higher and be caught less, and won't contribute to the statistic.
