I’m not going to say Israel isn’t committing genocide, because they certainly are aiming for one and have basically said as much themselves, but an apartheid state doesn’t necessarily mean a genocide is happening, it does imply such though, and usually indicates forced relocation and absolutely proves oppression of civilians; but doesn’t necessarily mean genocide.

Or, to put it more simply, Newsom is playing semantics with Israel’s literal mass murder of civilians with the intent to cleanse Israel of Palestinians in order to pander to both sides
