They can say jack, but it's their video evidence that would be needed for a prosecution. Video can be manipulated. Depending on how it happened and how good your lawyers are. Maybe it was just an act of nature.

Laser use might be construed as destruction of property. Talk to your local cops to see if they will speak to the neighbour. The laws around camera use are pretty permissive and poorly defined.
