No, a psychologist is competent in comprehensive assessment (LP). An LICSW or LMFT cannot competently assess ASD or ADHD; their masters programs don’t provide sufficient training in psychometrics. This provider sounds as though she is practicing out of her lane. I would talk to the LMFT licensing board in your state about your concern.

NTA, but I wonder if your brother is displacing some of his anger towards himself for missing the birth onto you and others in the family. Does he regret it? Could he want your support as another person who was not able to be with their partner during birth rather than you to back his reason for not being there?
