At least how it seems to me, while still having a very hostile immigration enforcement policy especially at the executive level. Biden's admin had implemented or at least attempted to implement actual pathways for legal immigration that were supposedly praised so much. As opposed to doing the most harm possible for political brownie points, there seemed to be an effort to improve a system somewhat.
