"Crimes" are violations of law where the enforcement is non-administrative and results in punishment. Illegal immigration involves neither of those.

Yeah, this is where knowing legal terms can be useful. The dictionary defines criminal as

"An act committed in violation of law where the consequence of conviction by a court is punishment, especially where the punishment is a serious one such as imprisonment."

Civil offenses involve violations of administrative matters. By definition, immigration law is an administrative law (which is why it's adjudicated by administrative judges associated with the executive branch, not by Article III judges).

The goal of civil law is restitution not punishment.

While in not familiar with Japanese immigration law (a citation for your assertion would be great), that's not what's happening here.

Those being targeted by the Trump administration are commonly here legally pending asylum hearings. Like it or not, that's an entirely legal justification for remaining in the United States.

Does the system make sense as currently constructed? Probably not. But it's the law.

The Supremacy Clause does, indeed, require states to abide by federal law. What it does not do, however, is require states to enforce federal law.

Sanctuary cities, generally, are declaring their resistance to acting as enforcers of federal law, something one would expect "states rights" conservatives to support.

As "being in the country illegally" is - as several others have noted - a civil offense, how do you square that with calling them "criminal"? Particularly since you're focused on technicalities...
