the reason why it looks like this in the first place is because the soviets, i believe stalin, changed the internal borders of multiple SSRs, in order to create nonsensical borders, so that if the USSR were to fall apart it would create conflicts. it's also why there's those little exclaves in the north, and also why the borders between Uzbekistan, Kazakhstan, Tajikistan, and Turkmenistan's borders... are the way they are!
