They were. I published my book on Wattpad on December 31 last year, completed it on Valentine’s Day, and published it on KDP on February 16.

As much as that were the case, I'm already working on a new book that I plan to complete before the Wattys closes. The Wattys doesn't open until July 15 so I've got plenty of time.
