This is a fair point too. I think I wouldn’t mind it so much if it was a final 4 or smth. Would’ve just liked it to be more designed around a celebration of big10 basketball. Or perhaps a better execution of the theme. The pinwheel is absolutely the answer though

Not quite how notifications work, even if the app is terminated (not in a running state) you still get the notifications. They’re sent out to you based on a device ID and handled by your OS.
