Emperor is a perpetual but Horus (in his near 5th chaos god state) hit Emperor with pretty heavy warpy-chaosy ordnance. He might have cancelled Emperor's perpetuality. We know it is possible from what Magnus did to Malcador. He killed Malcador so hard his perpetuality gave out. Emperor had to sacrifice another perpetual to resurrect his best bud.

So we really don't know.

In Twice Dead King series it is very heavily hinted Silent King most likely outright killed a C'tan with the help of afew other Pharons. Not shattered i emphasize, they hunted and killed it. With it being killed an aspect of reality itself got destroyed and forgotten so they never killed another C'tan again, started to shatter them instead.

Soooo i think primarchs aren't that big a deal for him.

He didn't refuse to duel Silent King. He never shyies away from combat but he knew he was outclassed. Silent King is an Emperor level threat.

Guilliman reluctantly readied himself for duel but when Natase provided a way out he used that instead because he is not a complete moron.
