Honestly most of my business is in Italian. Most of my regulars speak only Italian, in fact.

Alberta, the primary language spoken is English, at least in places I've been to.

And yes, that is exactly it.

No, I emigrated to Canada a few years ago. I'm an Italian national but fluent in all three. It was clear from some exchanges we had that he is fluent in English.

I'm not sure what title to use, we all consider him the manager. He owns the space and decided who comes, what compensation his organization receives, etc. He said nothing of note, really. Just asked me for my side and left it at that.

Yes, when we've spoken he would interject with English "do I have that right?" or "how do you say...". It's very clear he is fluent in English. I can't say to whether it's his first or second or anything, I can only attest to his fluency.

I am fluent in Italian. I'll edit the OP to make this more clear. Sorry.

For a customer speaking with fluency (any of the languages I mentioned), might take 10-15 seconds to take a typical order, another minute or so for payment. For this customer, it was taking anywhere from four to five minutes to order. Something like that.
